Seedling leaves curling down? help please

hello all, I noticed since the plant had its first set of leaves that the seem to be curling or growing down yet it looks green and healthy. is this normal? I currently have it in jiffy seed starting premium mix with extra perlite and sphagnum moss. I'm watering her 2 times a week and keep her under a 26watt 6500k CFL (2 inches above) and another 6500K cfl on the side for extra light. She also has an oscillating fan gently blowing on her. Why would she look like this? am i doing something wrong? Below is a pic i took this morning.

How much water we talkin cause seedlings dont drink much bra?
I hope not until water comes out da drainage holes?
I wanna say overwatered.

I only but a enough to cover the top but not enough to drain all the way down. I learned from my first attempt that over watering kills.

update!!! 9 days later and here's what she is looking like
How long before do you guys think before i can transplant her into a bigger clay pot to where she will live untill she ready for harvest?
