seedling and cutting temps?

looking for opinions on what the optimum temps for seedlings and cutting is? i've got 5 of each sitting in my propagator under 2 x 55 watt fluros(6500k). this is a heated prop but if i leave it switched off the temps sit around 30oC, if i turn it on there around 36oC. waht would be the best temp. oh, rh is around 60 to 70 %.

jeeezus bit touchy aint ya....reason i didnt know the bloody answer is because its not a subject ive been doin much research on, i usually grow direct from seed...and i'll ask any fucking question i want to ya fuckin cock end.
