Seed dormant or bad?

Hey everyone, I received my 2 seeds last Wednesday - 1 x Dr Joint Easyryder and 1 x Dinafem White Widow Auto. I soaked each seed in a covered shot glass of mineral water for 24 hours in a dark warm place. The Dinafem sunk and sprouted a taproot and I planted it straight away, it is now doing really well with the 2 sets of leaves. The Easyryder took another 8 hours to sink but no taproot sprouted. I planted it anyway as it had sunk. Both seeds were pushed about a half an inch under the soil. Well I had a look at the seed this morning and it has not changed at all, looks exactly as it did when I received it. That's 3 days later. Is it a bad seed or do I need to do something to help it along - crack the shell or something? I got the seeds from Attitude, the irony being the £10 seed that I researched the hell out of is not loving it and the freebie is on a mission! Setup is as follows. Any advice would be much appreciated. Thanks.

Biobizz Light-Mix - 2 x 6.5L (1.5 Gallon) pots
room temp mineral water - just keeping the soil damp not wet.
78 degrees f.
1 x 125w CFL 2700k about 5 inches away on 18/6 ratio.
 
I germinate my seeds in moist paper towels between two dishes. The dishes are wrapped in saran wrap and placed in a warm spot. This has a near 100% germination rate for me, and most seeds crack within 48 hours. Once the seed is cracked, it is immediately planted to avoid damaging the delicate taproot. You should give your seed another couple of days, it could still sprout. Just keep the soil moist and warm, and don't dig it out every day, if it does sprout between checks, you might damage it when you dig it up..
 
still early still can show after about a week id prolly take it out an scuff it up sum
before starting over - a re over night soak then plant
