thats crazy the number of arrests is so small compared to the $$$ spent

so, i wonder how many people we could provide health coverage for with all that moolah.
it said every 37 seconds in america someone gets arrested in america for weed.
if that stat alone isn't proof enough that americans want to smoke weed, i don't know what is.
