Secondary growth and sex

Is secondary growth normal in the veg state or does it occur in flowering only? Reason I'm asking is I have a plant outdoors at the moment and it's showing secondary growth already.. . (not sure if this is normal so early)

I went to help a buddy with his indoor garden, it was a mess. I took the sickest, ugliest, diesing lady in bloom and told him to plant it out side. Well 2 weeks later it reveged (not pretty, but impressive) then a week later it tryed to flower again, then 2 weeks later (today) and she is Reveged ALL kinds of new growth (3-5") but all the new leafs are 3 bladed ?
