Sea of Green Question

I’ve done a couple 5 month bush grows, but this time I want to try sea of green. I have a 3x3 foot growroom, 250w hps + 150w fluorescents. I’m planting in Fox Farm's Ocean Forest Potting soil and I might add some vermiculite. Here’s my plan:
1. Sprout about 30 seeds.
2. Veg about 25 plants until they’re 6 to 8 inches tall (4 weeks?)
3. Switch to 12/12 for 12 weeks.
Does anyone have recommendations? 25 plants is a lot for 9 square feet – should I switch to 12/12 sooner?
 
For a true SOG you'd plant however many pots as would fit in your area and veg them barely a week maybe two, less than 8" more like 6" at start of 12/12.

That could mean a whole lot of 20oz soda bottles or just 9-12 larger containers. Decide by what you want to plant in and then realize clones would be best for this not seeds and account for any loss to males if you aren't using feminized seeds.
