Scott's premium top soil. Potential?

So this Scott's premium top soil I got at lowes has added peat moss to it so that its not as heavy as top soil is known to be. It is also supposed to be ph neutral.
If I cut this with perlite vermiculite peat moss manure compost etc. it would serve as a good medium for in ground plots, right?
I'm goin to mix it with my other soils anyway (miracle gro organic garden, ff happy frog), but I still wanna know if its good with amendments.
PS I'm using bmo organic nutes and some molases, so I expect the plots to be thriving with benifecial micro life
 
By inground plots I presume your talking about outdoor soil grows?

I would skip the Scott's topsoil completely and instead blend up some sand, compost, lime, manures or ferts and dig it into your garden bed.
I assume your garden bed already has soil, no need to buy that!
