safte to plant non germinated seeds?

i was wondering if i could plant my seeds in soil without them being germinated? and will they germ in the soil with my light on.

They will but the chances of them germinating will be lower. Why not germinate?

i have one seed that just barely crack and is just barely showing the tap root its been 7 days scince i started germing doesnt seem to want to germ any further is this good enough to plant?>
