run to waste water cooled sealed 3k grow room no water meter

Hello im planing to build 2 sealed room for veg 12x5 vertical 1k watt bare bulb and 10x8 flower room vertical 2k watt bare bulb 2 room having the same propane co2 air in closed loop cooled with diy ice box build with automotive intercooler running from house water drain to waste..i have no water meter.i have buy Hydro Innovations HydroGen water flow valve and cap temps thermostat.My water is very cool in canadian winter i want to resolve condensation issue do you have an idea to help me build the cooling system design.I want to put the cap temp sensor on the intercooler for open the very cold water for cooling the intercooler when the cap thermostat detect he past the seting high temperature to maintain an ideal temps range to cool the room with free cold house water.

Any help please,anyone run water cooled room with pool, lake waste water or other free cold water whit no chiller?I have 2 idea first idea: very cool water directly in big icebox with thhermostat regulate when water enter when the icebox become hot.Second idea: water in a 55 gal circulate in the diy icebox and when the water become to hot the thermostat detect an open the selenoid valve to cool water in the drum like a chiller..

If the very cold water 25-45 fareneight,have a condensation issu what is the effect my humidity drop like a dehumificator effect or raise like an humidificator in a sealed room
