Rotation system question

I am using a 1mx1m tray.

I plan to use half this space to flower 4 plants [vegged for 4 weeks], and then bring in another 4 plants after 4 more weeks [which will have also been vegged for 4 weeks elsewhere]. So the plan is to each month bring in 4 plants and get rid of 4.

However, will this mean my light won't reach the 4 new plants enough? Because obviously they will be lower.

simply elevate the plants using a small table or stand to bring them up to canopy level.
