Restore the 5th and impair civil asset forfeiture

This piece of proposed legislation seems to be a very good idea, particularly the part about putting seized assets in the general fund rather than giving it to DOJ. I am willing to bet $1.00, yes, one whole dollar, that DOJ and other police forces will abandon their highway robbery if they can't keep the money.

Civil asset forfeiture was created by drug warriors and is a lynch-pin in its operations.

Official Summary
Fifth Amendment Integrity Restoration Act of 2014 or the FAIR Act - Amends the federal criminal code to increase the federal government's burden of proof in civil forfeiture proceedings to clear and convincing evidence. Requires the government, in addition to showing a substantial connection between the seized property and the offense in a forfeiture proceeding, to establish by clear and convincing evidence that the owner of any interest in the seized property intentionally used the property in connection with the offense or knowingly consented or was willfully blind to the use of the property by another in connection with the offense. Requires proceeds from the disposition of forfeited property to be deposited into the General Fund of the Treasury, rather than to Department of Justice (DOJ) accounts for law enforcement activities.
 
It worked in Illinois when they said all traffic ticket revenues go to general fund instead of local municipal courts.

Cut down on the speed traps.
Unfortunate now they just turn everything in to municipal code violations to get around that

This bill is sponsored by Senator Rand Paul, whose father is revered as Saint Paul in Minnesota. Rand is the saint of blind children in South America.

This seizing of assets of prosecuted growers has gone world wide, and why not, its free assets and cash for the cops,
but it just means grows/dealers/ etc have to disburse their assets some, no longer can one hide all the cash under your mom's name or some buddy or girlfriend too? ..be smart about it. ..so whats wrong with investing in the burger joint on the corner,
being a dealer is forcing you to be a socialist ..? lol
