Thats just the time to flower at 12/12 before harvest. You need to veg 24/0 or 18/6 for a little less than that before flowering (Depending on Height restrictions etc.)

it al depends on how long you veg!
for example :if you veg for 4-6 weeks add that to the 6-9 weeks !
so its 10-15 weeks !!

Go 12/12 from seed and, like Frmboi said.. 3 months, minimum. So.. mid September.
