Really need advice with grow room set-up.

It has come to that moment, when I start thinking of my first indoor grow. Summer has passed, no more chance of growing outdoors and wanting to continiue the growing, wich i love (yes I have an outdoor grow , check it out here- https://www.rollitup.org/outdoor-growing/539253-passitbros-first-guerilla-grow.html ) has made me saving up and planning my grow room/cabinet.

I am really on budget now and i am gonna try to do everything as cheap as possible , trying not to affect quality of the grow.
First i am going to make a cabinet 3m lenght, 2 m width and 1.5 height , just a simple plywood ''box'' . Cut holes for fans ( http://www.ebay.com/itm/4-inch-INLI...207?pt=LH_DefaultDomain_0&hash=item25749fa00f )
and do a soil grow .
I need help with following-
How much CFL lamps(approx. how much W) should i use for good results? (i want to use cfl because of my financial situation and heat issues of HPS)
Will the fan I showed will be powerful enough to ventilate my cabinet?
How much plants should i do in space like that for best results?
Any other suggestions would be great ! )

or should i just go on and save up for 600w hps?

I'm not real good with your lighting question, but IMO you have your cabinet dimensions all wrong.......... The length and width is OK., but I think you should at least make the height a foot above your height (IDK, maybe you are short) but your plants may grow as tall as you or higher if you let them. Regardless of that, don't you at least want enough room in there so that when you go in to water, peek, feed, harvest etc. you aren't wacking yourself in the head with your light fixtures?
8 foot sheets aren't too much more expensive than 6 foot sheets, and really, if you build the extra height into it in the initial build, you will REALLY be saving yourself headache over finding out in 3 month's time that your plants are touching the top, you have marks on your forehead in the shape of the light fixtures, and now if you want to remodel, where are you going to move the plants?
Just a thought, I'm sure you'll get more.
