realistic CFL light numbers

I have a 26 watt from the top and a 13 watt on either side of my seedling, i'd say about an inch away from all 3 lights. i was told its still not enough. how many more should i add? and of what wattage?
 
Get a total of 150W on that plant and it will be well worth your time and money. Bare minumum -- 100W. :)
 
Thanks for a straight answer and not b.s.in with me. does it matter what color? my 13 watts have the bluish tint to them and the 26 has the yellowish tint..my closet looks crazy lol

If you have the money, then yeah you want the bluer ones for veg and the yellowish ones for flowering. But don't sacrifice total wattage for staying true to the bulb spectrum recommendations -- for example, you'd be way better off with 150W mixed spectrum of bulbs than only 75W with the recommended spectrum. In a CFL grow you should use as many bulbs at one time as you can accomodate, getting the right spectrums should be secondary.
