It may be two weeks... it may be five weeks... so now answer your own question...

Seriously, all the new hairs that your plant is growing... ALL of those on the top bud will stop, growing out, and they will ALL recede back into bud...
It may be two weeks... It may be 5 weeks....

I don't think you are close...
Feed them... water them...
When you stop seeing new hairs growing out...

Then you will have two weeks more...
Then, the hairs take 1-2 weeks to recede back into bud...
This is the time Buds "Plump" up...

and to be honest i think she is a little unhappy in those pictures.....which can have an impact as well.
