If there was a 400 hps n no floros, u can still clone by putting the clones off to the lightly shaded part just not directly under the hps correct? would the still need a humidity dome?

I would use a humidity dome. They will dry up otherwise. And yes keep the light away from the plants and way up.
I clone using 2 X 23 watt CFL's, Humidity dome, heating pad with temp control, rockwool or Rapid Rooters depending on the strain.

Just about anything plastic would do. Some guys use 2 liter soda bottles with the bottom cut off and place it over each plant. You could build a little tent with plastic wrap.
Time to get creative.
