I have a small grow tent and have a 5inch ram mixed flow inline fan that is more than powerful enough to be used as passive intake, my issue is that it's very noisy even on the lowest setting so i want to know the best way to make it more quite and maybe even reduce the speed further?
 
What fan is it?
those cheap in-line tend to be noisy but if you have a speed controller it sounds to be more quality

Try a carbon filter on the supply side, insulating the duct work and fan then add a baffle on the exhaust The baffle can be a big box or old refrigerator lined with acoustic studio foam.
 
You can buy a plug in dimmer switch/sockety thing £10, it works with a fan but buzzes a bit, a variac is more expensive but it's silent operating 0/100% power £60.
