Depends.. you would have to veg longer to achieve the same thing with the lower powered bulb.
Keep the bulb closer to achieve similar internode spacing.
But you'd be better using a mh bulb for veg.
They aren't expensive.

They hit 2ft in 4weeks so there just under half my tent but I been using 400w I’m try trying to decide if I want to continue 400w or just use 600w
