questions about plants

I got a friend who has a few plants
he started 12 on 12 off 2 days ago
his plants are from 12 inches to 17 inches each
he started in early January

should he veg more or start the flowering process?
 
Plants are good to flower already... And since he already started 12/12 he might as well just keep on going
