thxthe 19V doesnt get used, your driver cost per watt just goes up a bit over a fully filled out driver
look at the efficiency curve (im assuming you mean HLG240 which matches the voltage)
100V/119V = 84% load. you can see that youre still pretty far up on the efficiency curve at 84%, lets say 90.5
assuming youre using 2x QB288 (QB304 cant handle 2100 mA), youd actually be at 106.5V which is 89% of load, and close to 91% efficient
draw at wall would be (106.5V x 2.1 A)/0.91 = 246W
if you actually filled the driver out youd be pulling closer to 275W. 90% driver utilization as in your case is pretty good
