Federal Law aside, which state has the least harsh penalty for marijuana cultivation. The lightest punishment i could find was in California, which has a maximum sentance of 3 years for any amount.

Psh 3 years maximum. Check towards the midwest and look at that 2 year mandatory for however many..first offense!
Are you trying to find what all the states punishments are? If you google "Norml" and go to the web page there should be some type of link to show u all the states.
