quantum light??

i was wondering if anyone has used a quantum ballasts cuz right now my room is sorta small but i want to make it bigger in a couple years and dont wanna purchase a different light. these ballasts run at 100%, 75%, and 50%. I wanted to get the 600w because at 100 it would be 600, 75 it would be 450w, and at 50 it would be 300w so i think it would be better for lower light for my room cuz it right now is length 28 in. X width 14in. X height 55in. It also works with both MH and HPS bulbs.
Any advice?
