This plant was growing outdoors, I trans planted about 4 weeks ago kept it under HPS for vegging for 2 weeks and moved it to flowing for last 2 weeks new growth is not looking good and I have no clue what I could have done. If any one has any ideas I am open to suggestions.

Watering it too much. 30% less frequently than you do now should be just fine.
