You just have to leave them to there own devices. Just keep a stable consistent light schedule and after they grow there first set of real leaves shel natuarally start to grow a bit faster. The more fan leaves, the more energy she cam store ect.. Inticing more growth.
Haha yeah ypu dont want hermies. And yeah 24/0 at first isnt too good because the plant needs the dark for root growth. Hence why i said 18/6 for the first 2 weeks allowing that little bit of dark for root growth. But after that you should be fine. Are you after a big yeild? or just a small amount? ounces?
looks quite small that case. Maybe go 12/12 from seed then?

put it in 12/12 because the plant will double or tripple in size once its flowering. And you dont want that cause you need distance between plant and lights and room for lights aswell. One plant wont produce a signifigant amount of bud but you should get a decent amount from all of them combined. You wont be getting ounces. but enough for a few decent smokes
If done correctly you can get some nice buds on 12/12. all in all its totally upto you how you grow it but im just puttin my 2 cents in is all. Take it or leave it. But if i was in your position i would for sure veg till about 2 full sets of fan leaves then throw on 12/12 and keep some 6500k CFL's on them for the first week changing out a 6500k with a 2700k every week untill all are swapped. then just continue from there. is it possible for you to grow any other way? closet? drawers ect?
Put it this way, if you want the best grow with CFL, you want a high wattage. 30watt to 50watts if you can. anything under 30watt is fine it just means youl need more bulbs. For veg you want 6500k cool daylight whites. For flower you want 2700k or 3000k warm whites. The more CFLs you can get in there, the better off your plants will be. I do like more lower wattage bulbs personally because no matter if you have a 50watt cfl above the plant, it still wont penetrate the lower leaves and branches. And having a shit load of high wattage CFL's is wasting power. So if you can (IMHO), get about 6-8 20-22watt CFLs. And try to get them all horizontal next to each other. So they go right across the grow area and illuminate the far sides of the plants. sorta something like this.
