Anyone know the price of a fully matured female plant(not a clone) ready to flower. And obviously of good stuff like dna genetics.

Without trying to beg the question, its whatever the seller and buyer agree on, or alternatively, whatever the market can bear.
That's going to depend on the strain in question, the market in question, and the relationship between the buyer and seller.
In general, clones are what get sold most frequently, not mature pre-flowered plants.
In areas where clones are sold frequently more mature plants/clones generally go for more than simple clones.
For example, going rate for clones in CA is about $7-10 depending on strain and quantity purchased. Bigger clones/small plants cost more, maybe $10-25.

about £15 for a poxy clone, or around £40-£50 for a 18" lady over here.

I have a friend who gave me a Grapefruit Krush from Emerald Triangle with only 3 weeks left til harvest. Already had a couple ounces of bud on it for free. Only 2-3 more weeks til the chop. Just depends who it is really. There is no way to determine a market value on something sold so infrequently.

i bought a bunch of 3 footers for $25 each but thats in cali , i've seen plants sell for much more in other places

Its a bit shocking if you live in one of the majority of US states where growing is absolutely banned, but if you go on "Craigslist" in any major CA metro area (LA, San Francisco, etc) and search under "clones" you'll find any number of what purport to be top-line clones for $10 or less. Of course you are supposed to have the proper CA medical marijuana ID card to buy one, though I'm going to guess that there are probably some sellers who might not be so picky about paperwork.
Why so cheap? Supply and demand. I'd imagine with the lousy economy in CA, selling clones is an easy way to make money. Its certainly easier than actually growing the plants out, through harvest, drying, etc. A glut of available clones means they come pretty cheap.
Anyway, skimming some of those listings last night, indeed I did find one for what purported to be a more mature clone/smaller plant for $25.
Of course if you're just looking for something ready to flower, many clones will flower immediately once rooted, if you put them into 12/12 lighting.
