I'm pretty sure DE has to be dry to kill insects.
If you mix it into your medium and water it, it will never be dry enough to work.
Put a layer on top of the soil and it will dry out first before the rest of the soil.

And @drsaltzman is correct that it needs to be dry to be effective.

You would be better off hosing the plant down with a spinosad product like Captain Jacks.
But you've gotta mix a fresh batch every time because it loses effectiveness after 24 hrs.
Be sure to get the undersides of the leaves and the entire main stem. They like to hide in the "crotches" where leaves and branches intersect the main stem.
Spray every 3 days and they'll be completely gone within 2 weeks, probably 1.

last time I put DE on my soil and tried watering, it was a bitch to run through the soil. would just puddle up and make the DE like clay
