Other meters i've seen cost hundreds of dollars. Then I found this for $15 on ebay, http://www.tdsmeter.com/products/tdsez.html
Will this work? What do meters usually run? Soil btw.

I have the same meter, got it a few weeks ago. It works well

Do you test the water going in and the water coming out?

Just the water going in, the water coming is pretty much useless. The amount of soil and shit in the water runoff will cause the ppms to be super high so it won't really tell you anything

Is it really essential to have one?

If you are growing hydro it is but in soil you don't really need it
