PPM/EC what and how to?

I recently purchased a Ph meter and the relevant PH up/PH down solutions after finding my tap water was 7.9 ph. The Ph thing is straight forward but I still have not got my head around the Parts Per Million or EC side of things and want to make this my next stage of learning. From what I gather it is based around nutrient doseage/strength at differtent stages of the grow, is this right?
I am going to be getting an PPM/EC meter as soon as I figure this out with a bit of help to take my growing to the next level as although i'm getting great weight/smell/taste I have noticed yellowing and discolouration sometimes which I think is due to nutrient lockout.
An "Idiots Guide to PPM" would be greatly appreciated from the knowledgeable ones ;-)
 
Is it better to adjust the Ph before or after the nutrients are added?

before you add your nutrients make sure your water is
pH 7.0
when you add your nutrients the pH will drop
to some where in the pH 5.0 range
my Flora Nova drops down to pH 4.7
If you have a few gallon Res. I would just use
Distilled water. It makes life easier.

After you have your nutrients mixed
you'll see that the pH wants to "Rebound"
to pH 7.0
you want to hold off on lowering your pH
until it gets to around pH 6.5 give or take a little.
should take about 2 days.
when you lower your pH you increase your PPM
in your solution.
If you lower your pH every day you'll add some many PPM that
your plant gets stressed, and starts to get sick.
I don't know if it's from the high PPM or that to lower
your pH you change some of your nutrients over to salts.
just some stuff to watch out for.
