Your best bet on finding out what brand and model it is would be to open it up. Since you got it second hand it won't matter about warranty so just make sure it's unplugged And carefully open the top. Should say inside what it is or atleast have some more info.

ok i dd find a completly un readable tag on the inside... heres the pics

Based on those pics, I would not use it at all.

I would clean up the housing real good, then buy a ballast kit.

You'll have less problems, believe me.

That ballast looks like it is ready for the junkyard, plus it does not look safe

Ok you are gonna get alot of different opinions on this.

Some will say htgsupply, some will say other websites or a local hydroponics shop.

I say it depends on your budget.

I always use ebay for my purchases. here is a ballast kit that cost 45 dollars http://cgi.ebay.com/New-Holophane-R...0?hash=item5ad2ff2d70&_trksid=p3286.m20.l1116

Then again I bought a HPS and MH low bay fixture and converted it to a vertical setup. They are very cheap, and shouldn't cost more than 50 dollars.

I am also a firm believer in twos. Always have two of all grow items, in case one breaks or fails, u have a backup.

So I have a 400 watt HPS low bay fixture, and a 400 watt MH fixture. For backup here is what I use http://cgi.ebay.com/400-Watt-Digita...in_0?hash=item1e56df9b78&_trksid=p3911.c0.m14

Are you growing indoor, If so what is your setup like,

Soil or hydro

Organic or Chemicals

Hope the advice helps
