It's going to take 2-3 weeks to get it's groove back on in veg. I would just let it finish.

If you really want to put it back in veg. don't cut the buds off just change the light back to 18/6 or 24/0 and it will start growing new shoots out of the calyxes.

How would I do that for an outdoor grow op? Thats why I thought chopping the buds would help
 
You put a light on it when the sun goes down :) Cutting off the buds won't put it back in veg. It will just destroy what little yield you would get.

Just be patient and let her finish. She hasn't even really started to pack on weight yet. Give it 4 more weeks :)

Hopefully I found a couple brown hairs on it this morning but I'm hoping the light will help it pack weight
