instead of using a steak for your plants ,repot them and burry them up to the seed leaves

Those pans appear a bit shallow for a soil grow.
If you are going to transplant from one pot size to another you should cut the smaller plantpots and tape them so it will be easier to take them outta the pots, into bigger plantpots, I prefer bags with soil myself, if I were going to do a soil grow.
