Plants looking over-wattered

My plants are roughly 36 days old. I keep a tight watering schedule. I never over water, I water like once a week. My plants have been looking fine up until two days ago. They look like they are starting to wilt. Like it has been over watered. Some of the top leafs feel a bit soggy to the touch. The bottom leafs (first ones to sprout) are turning yellow, they look like they are about to fall off. My waters ph is usually at 6.2-6.5. I haven't fed them in awhile, maybe a week or so. I had a mild case of what look to be nute burn, so I've layed off the nutes.

I'm in soil BTW...Fox Farms Ocean Forrest

Temps average 78-82, with a humidity of 45-50 percent.

What could be the problem?

EDIT: They are under a 400 watt MH.
EDIT again: I am using Bio Vega Nutes.

if they look over watered, and your 100% sure that they are not, then you probably aren't watering them enough.

if I have over watered them, then will they recover eventually? Do they show the same symptoms if they are over-watered or under-watered
Also, the leaves are wet to touch, if that means anything.
