Plants dying need help?

I have 3 plants 1 is ok but the other two are dying. am I overing watering or under, they are getting about 12/12 hours cfl light, a total of 69 watts 23 for each plant.

what about them makes u think they are dying?
put the lights on for 24 hours for the first two weeks and let them dry out pretty good in between waterings. .

i cant figure out if u are under or over watering by u telling me the lighting schedule. only water whne the cups get light in weight/
