Planted Germination, should lights be on or off?

I'm starting to germinate with seeds already planted, is this the recommended way? My first time I placed the seeds inside wet paper towels in a dark room, but I know people do Planted Germination too.

What I'm asking is, when you've planted an ungerminated and unsprouted seed, should the lights be on?
I've placed the seeds like 0.5" under in wet soil and then watered them more. I now have them under a few CFLs to get them sprouting and veging.

after they crack they will search out that light so keep it on. i like to keep my flouros on b/c it also gives the shallow planted seeds a little bit of heat (which helps em sprout), but you know, thats just me
