I have a 2x2 with a P300 in veg mode about 3 feet from clones. they are stretching upward for light, should I lower It or keep it the same?

Lower it, way down. I would try to get it down to 20" or less, if you have no heat issues in your setup i would try to get your led to 12".
I have a 1000w led panel i use for a sub-crop and keep it 11" from mine, no problems

Definitely lower it. I'd say 18 to 24".
