Plant question?

Ok i am a newb and just had a thought. A plants leaves continue to grow through out there entire lives right(correct me if i am wrong) couldnt u clip a leaf off and would it grow back like u topped or would it just never grow back?
 
it won't grow back.

the point of topping is that the plant diverts the hormones and sugars it was using to supply that branch to other secondary branches, creating a bushier plant.
