Phlizon question

My 1st time indoor growing.
I have a Phlizon CREE COB 1000watt light.
There are 2 switches...
VEG & BLOOM(on/off)
and
STRONGER(on/off)
currently have seedlings and only have the veg&bloom switch on.

Is this the only switch I should have on now?
If so, when do I use 'stronger' switch?
Do i use both switches at once? Or is it either 1 or the other.

The switch labeling on those is pretty nonsensical. The "STRONGER" switch controls the COB LEDs, which on the 1000 (just a labeling thing btw it's about 250W input with both switches on) is one warm white COB and one cool white COB. The "VEG & BLOOM" switch controls the little double-chip diodes which are a mix of red and blue with some smaller whites in warm and cool colors and an IR diode or two.

What you want to do is turn the "STRONGER" switches on and leave the "VEG & BLOOM" off until your seedlings get big enough to make use of the light. You'll save electricity and the white COBs are enough light for them while they need less intense light. Then once they get larger turn them both on to get maximum output because that's a relatively small light.

That light is weird tbh. Veg + Bloom switches on that type of light should be separate. Avoids running into questions like this. I'm curious as to what the manufacturer states in the manual.

The manufacturer has it backwards. Veg&Bloom controls the blurples and Stronger controls the white COBs. Like I said, your best bet is probably to run your seedlings under the white lights until they get a little bigger and then turn on everything and leave it on. Seedlings don't need intense light and the white lights will cover their needs.

The high-end boards on the market are primarily composed of mid-power white LEDs, with a color temperature given to indicate the difference between warm whites which contain a lot of red light (2700K, 3000K, 3500K) and cool whites contain a lot of blue light (5000K, 6000K). The COBs on that light are "high-power" LEDs, where lots of little chips get stacked together into one package. The result is a dense light source that doesn't spread out as much like a bulb.

So you can just run the whites on the seedlings! The two COBs on that are one warm and one cool (like 3000K and 5000K). Two COBs won't consume a lot of electricity and they should be enough light for the seedlings. They contain all the wavelengths of light the plants need; the blurples just supplement that spectrum at the intensities they make the most efficient use of. Once they're vegging in larger pots I would leave everything on for total light output.
 
I have another question if you can help.
What height should I have the light above the plants?
Manufacturer say 24 inches whereas people have said as close as possible without burning the leaves.
 
The intensity of the light tails off pretty quickly with distance, so closer is better, but I would say don't set the light up closer than 12 inches away and not further 24 inches away.

You could always start at ~18 inches away, see how they react after a couple days, and then move it a little closer or further on the pulley thing it came with.
