It doesn't mean he will go easy on shabu (or the NPA) but it sure would be nice to be able to toke one down after a day of diving.

Passed on second reading. Headed to Duterte's desk. He has been vocal about his support for exactly this sort of measure but stipulated clearly and strictly his opposition to "recreational". In any case, I hope the extra-judicial killing remains limited to the NPA and other shabu addicts.
