Nope it says that patients can supply other patients as long as they only charge their cost to produce it, they can also give it away to other patients, or share a bowl. I read this ridiculous law many times.

Thats exactly how I read it. A grower can be reimbursed for the cost of growing and producing the meds.

I dont know maybe you are right. Maybe it was only for caregivers I havent read the rules since I applied.
