Overwatering or Underwatering? Pls Help!

Alright, so I can't really tell if I'm overwatering them or I'm underwatering them. The stems of the leaves feel very firm and are kinda hard to bend. The leaves are kinda droopy. The bottom leaves are doing fantastic. What do you guys think?

If the tops are drooping and the bottom is less droopy then your plants are telling you they need water. Especially since you're growing outdoors.

you can also check the top layer of your soil. If its dry, water the plants.
