Outdoor Grow Laws

I was reading the laws for growing and it says that your plants need to be in a enclosed lockable structure. Is this true for outdoor growing as well?

a standard greenhouse will cover it, as long as it's access and egress are lockable (and locked when not occupied)...

i wonder how loosely the word "greenhouse" is defined by the state? Maybe a chain link fence with a lockable door?

1.1Enclosed, locked facility. Enclosed, locked facility means a closet, room, or other enclosed area within a building, or an enclosed locked facility within a greenhouse, that is equipped with locks or other security devices that permit access only by a cardholder.
