if i'm growing outdoors, and i want my mother plant to get at least a foot in height before i take cuttings, would it be too late for the clones to mature? is this do-able if i do everything outdoors?

also, if i took, let's say, 6 cuttings, would one 26W CFL be sufficient light? and if so, how far away should it be?

Just use a shoplight, they are perfect for clones. They are like 12 bucks at walmart. get a 48 inch flouro, inexpensive and is awesome. : )

ps, sunlight is to strong for clones, without roots the heat will kill them. Unless you can give them indirect sunlight, like if it is cloudy for a week straight lol. But I wouldnt try to get clones to root by sunlight.

Indirect sunlight works great just like jack mentioned. You can also use a any kind of screening that will also provide enough shade for your clones. Just follow regular cloning instructions there are tons in FAQ.
