I have simple question, who is eating my plant? It's outdoor.

Is the only parts affected the buds? You might have a mold or bud rot.... the leaves look fine.
 
Only the tops - buds. Weather is more rainy, then sunny, humidity around 60%. How to fight bud mold, do I need to cut off these dead ares?
 
cut out the dead looking areas. Wow that really sucks for such a beautiful plant. The humidity is going to ruin the crop...

Sometimes Mother Nature ain't nice...
 
60% isn't bad, but if you haven't taken any preventitive measures like spraying a fungicide/insecticide through out the season at least periodically you're in for a few moldy dope plants. Especially with all that rain.
 
I suggest neem oil. If you use it regularly and through out an entire season you'll be fine. Sometimes extra measures are neccessary though.
