Oh The Military does not say how to spend it`s money, they are given money to spend by Congress (Civis) That`s how Congress is almost always scammed out of big $$$$$.

If they aren't suppose to exist in the first place and refuse to submit to any accounting procedures would it be safe to say they are "outside the law" ?

You have it misunderstood. (pun)

An Army that stands ready to act by order of the government to suppress it`s own people is the type that is prohibited. That`s a Government Standing Army. The Services we have, are funded by the people, and answer to the people.

In order to know what all of the individual fans were booing, you'd need to ask each one of them.

It is possible some were booing one thing and others something else.

It is also possible some were mooing and are secretly cows wearing human costumes.
