Nutrient Burn Only 1 Out of 6

I've got six two-week old white widow seedlings. Five of the six are beautiful. One looks like it is suffering nutrient burn (older leaves have yellow blotches and turning crispy). All plants are in the same ebb & flow system using CNS17 grow formula at a 0.4% concentration. The CNS17 guide recommends a 0.7% concentration but I have found that that is much too strong.

Why would only one out of six show this symptom and what the flock do I do about it?

Sorry to take so long to get back to the good folks trying to help me out. Here's some more info and (lousy) pics:
  • all plants are in the same system getting the same nutrients on the same schedule
  • nutrients are mostly CNS17 grow formula and just added some Liquid Karma
  • concentration of nutrients is 612ppm according to my new TDS meter
  • just noticed a little bit of leaf curl on one of the "healthy" five plants

bushy little monsters for only a couple weeks, i wasnt sure but it looked like it had immaculant new growth?
 
.....went back and looked at the pics again It looks like a nute def. ...what do the roots look like on this plant
