so my plants just sprouted out of the soil and i need to know when i should start using nutes and how much more or less than the label says to use?

not anytime soon. 3-4 weeks minimum or you will easily burn them. than at 1/4 strength. this is cardinal rule

one more question though, if i am using a soil with plant food already built in do i need the nutes at all?
