Newbie's first grow - some help needed

Hi everyone,

I've been trolling these boards for a good week or two now trying to pickup as much information as i could before starting out myself.

I started out using some bag seeds that i germinated and planted in some Yates All Purpose Potting Mix (from k-mart in sydney). I'm also using CFLs (at the moment just 4 18watts 4100k- I ordered some 100watt CFLs that were damaged in the package so new ones are on the way). Ya i know this is just 1 plant haha i figured i'd start with 1 plant to experiment around a bit before diving in the deep end with several plants to worry about.

it sprouted and everything was going well till about the 3rd week which is when some of the leaves started to go funky. It starts out with small brown spots that eventually grow to crisp and dry up the entire leaf. It started at the bottom set of leaves and is starting to move up the plant.

At first i thought it was a PH issue because i was using regular tap water. So i went out and bought a PH test kit which showed that the tap water was upwards of 7.5-8ph levels. So i swapped to spring water which has a ph of 6.5. I flushed the plant with the 6.5ph water once last week and again this week. But brown spots are still appearing on the leaves. One of the pictures I've attached shows the back side of the leaf - it is possible to see white marks and blemishes on the under side of the leaves.

I was wondering if it could even be a bug problem? I've noticed several gnats flying around and digging around the soil. I've ordered some neem oil which i hear is a very effective organic solution to many bug problems.

Any help, advice, tips or suggestions will be greatly appreciated. Going to bed now so will check back in the morning :D

no offense but those look pretty hurting

it looks like youre over watering it from the leaves,a lso make sure you have no nutes in your soil... also you need more light man

youll need better info then that, but i think its mulitple issues
 
Yh nutes can be doing it (only use root juice for the first 2 weeks then use gloom (VEG) and then 3 weeks near the end of flowering use bloom (FLOWERING)
try to use rain water as it is (N) and tap water is acidy
