Don't turn the lights on until they sprout. 2nd, I burned up 12 seedlings by having to many lights in the early stage. So add light as they grow.... Do you have proper air circulation? Post some pics for some serious help....

i have a 10 gal rubbermaid with two 23w lights and a 3"computer fan exhaust on top ...i have cut 2" houles in the rubbermaid so that the fan can pull air thru the grow chamber.....how do i attach pics? nevermind i see it lemmie go take some
