hour cycle? if so you will either run 18 hours light 6 dark or 24 hours of light during veg. most ppl go 18/6.
to start the flowering switch the lights to 12on/12off.
if you are talking about color temperature, ex:flouros or cfls, then run cool white or a cool/warm mix during veg and warm white during flour.
if you are asking what kind of lights to use, i recommend a 800w equivalent 200w cfl from bulbs.com during the veg cycle. -100$
then a 400w to 1000w HPS lamp during flowering. these are available on ebay, at grow supply stores online and grow supply stores in your local metro city.
