New Vertical Grow (Adequate Lighting?)

Hello,

We have an 8' x 8' x 6.5' room that we plan on lighting with four 600 watts using a vertical cool tube setup.

my question is, should we go with SETUP #1 or SETUP #2 ?

please give a reason for choosing a setup.
